As a result, the Council of the European Union will be allowed to take positions and carry out actions in the scope of human rights and democracy on the international arena under a <b>qualified majority<\/b>voting procedure.<\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"text-align:justify; margin:0cm 0cm 0.0001pt 36pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\">The \u201cEU Action Plan on Human Rights and Democracy for 2020\u20132024\u201d includes ideas connected with \u201c<b>gender\u201d ideology in combating gender-based violence and so-called reproductive and sexual health and rights<\/b>.<\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"text-align:justify; margin:0cm 0cm 0.0001pt 36pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\">At the International Conference on Population and Development in Cairo (1994), States did not agree to the use of the \u201creproductive and sexual health and rights\u201d concept, whose definition is unclear. The category of \u201csexual rights\u201d was intentionally excluded from this term as being too ideological. Hence, in the international official discourse, it is acceptable to use the category of \u201creproductive rights\u201d and \u201creproductive and sexual health\u201d.<\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"text-align:justify; margin:0cm 0cm 0.0001pt 36pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\">Within the so-called \u201csexual and reproductive health and rights\u201d, the European Parliament has repeatedly indicated that women have the \u201cright to abortion\u201d and lack of access to prenatal killing is to be a \u201cform of violence against women\u201d. At the same time, under international law, there is no such notion as the \u201cright to abortion\u201d. At the Conference in Cairo, it was stated that abortion may not be promoted as one of methods of family planning and states are obliged to reduce the number of abortions.<\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"text-align:justify; margin:0cm 0cm 0.0001pt 36pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\">Past experience proves that at the UN, the European Union took positions from which some states \u2014 including Poland and Hungary \u2014 broke away. <b>The positions on which there was no consensus concerned frequently controversial issues covered by the Action Plan such as sex education and reproductive rights.<\/b><\/span><\/span><\/span><\/span><\/span><\/li>\n<\/ol>\n<ol style=\"list-style-type:upper-roman\">\n<li style=\"text-align:justify; margin:0cm 0cm 0.0001pt 36pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\">The adoption by the European Commission of the EU strategic objectives in the Action Plan on Human Rights and Democracy may mean that the European Union will <b>take positions and carry out actions and projects contrary to the values protected by international treaties protecting human rights<\/b>, such as the right to life from conception, or parents\u2019 right to raise their children in conformity with their own convictions.<\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"text-align:justify; margin:0cm 0cm 0.0001pt 36pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><b><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\">It is recommended that Member States express opposition to the proposal of the European Commission and the High Representative for Foreign Affairs and Security Policy within the Council of the European Union and the European Council.<\/span><\/span><\/b><\/span><\/span><\/span><\/li>\n<\/ol>\n<p style=\"text-align:justify; margin:0cm 0cm 0.0001pt\">&nbsp;<\/p>\n<ol>\n<li style=\"text-align:justify; margin:0cm 0cm 0.0001pt 36pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><b><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\">General information<\/span><\/span><\/b><\/span><\/span><\/span><\/li>\n<\/ol>\n<p style=\"text-align:justify; margin:0cm 0cm 0.0001pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">On 25 March 2020, the European Commission together with the High Representative for Foreign Affairs and Security Policy presented the new \u201cEU Action Plan on Human Rights and Democracy for 2020\u20132024\u201d<a href=\"#_ftn1\" name=\"_ftnref1\" style=\"color:blue; text-decoration:underline\" title=\"\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">[1]<\/span><\/span><\/span><\/span><\/a> (hereinafter referred to as: the Action Plan). It is a document of strategic importance for the European Union\u2019s external actions, in which its main priorities in the scope of the promotion of human rights and democracy towards third countries and international organisations (UN, OSCE and the Council of Europe) are outlined.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"text-align:justify; margin:0cm 0cm 0.0001pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">Additionally, the European Commission and the High Representative for Foreign Affairs and Security Policy presented a document determining the procedure of adopting the abovementioned Action Plan, which will allow the Council of the European Union to take decisions on the EU foreign policy concerning human rights and democracy under the qualified majority voting procedure (so far the Council of the European Union has adopted decisions in the abovementioned scope unanimously). This means that <b>the European Union would be able to adopt common positions, for example at the UN, contrary to the values represented by some Member States, including the admissibility of prenatal killing (abortion)<\/b>.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"text-align:justify; margin:0cm 0cm 0.0001pt\">&nbsp;<\/p>\n<ol start=\"2\">\n<li style=\"text-align:justify; margin:0cm 0cm 0.0001pt 36pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><b><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\">Procedure<\/span><\/span><\/b><\/span><\/span><\/span><\/li>\n<\/ol>\n<p style=\"margin-left:0cm; text-align:justify; margin:0cm 0cm 0.0001pt 36pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\">While presenting the Action Plan\u2019s assumptions concerning human rights and democracy on the basis of Article 22(2) of the Treaty on the European Union<a href=\"#_ftn2\" name=\"_ftnref2\" style=\"color:blue; text-decoration:underline\" title=\"\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">[2]<\/span><\/span><\/span><\/span><\/a>, the European Commission and the High Representative for Foreign Affairs and Security Policy submitted the common proposal regarding the recommendation of the Council of the European Union to the European Council on adopting the decision determining the EU\u2019s strategic objectives fulfilled within the EU Action Plan on Human Rights and Democracy for 2020\u20132024<a href=\"#_ftn3\" name=\"_ftnref3\" style=\"color:blue; text-decoration:underline\" title=\"\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">[3]<\/span><\/span><\/span><\/span><\/a>. The Council of the European Union may adopt the abovementioned recommendation by a unanimous vote.<\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"margin-left:0cm; text-align:justify; margin:0cm 0cm 0.0001pt 36pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\">The procedure initiated by the European Commission assumes that the European Council will unanimously take decisions on the EU\u2019s strategic interests and objectives concerning the common foreign and security policy and other areas regarding the EU\u2019s external actions (Article 22(1) of the Treaty on European Union). On the basis of the abovementioned decision of the European Council, the Council of the European Union will be allowed under the procedure of qualified majority to take decisions determining the EU\u2019s actions or positions in the indicated scope (Article 31(2) of the Treaty on European Union). <u>Currently, these decisions are taken pursuant to the unanimity rule.<\/u><\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"margin-left:0cm; text-align:justify; margin:0cm 0cm 0.0001pt 36pt\">&nbsp;<\/p>\n<ol start=\"3\">\n<li style=\"text-align:justify; margin:0cm 0cm 0.0001pt 36pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><b><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\">Priorities and implementation of the new Action Plan on Human Rights and Democracy<\/span><\/span><\/b><\/span><\/span><\/span><\/li>\n<\/ol>\n<p style=\"margin-left:0cm; text-align:justify; margin:0cm 0cm 0.0001pt 36pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\">The Action Plan presented by the European Commission determines the overriding priorities and objectives of the EU\u2019s policy in the scope of human rights for the next 4 years<a href=\"#_ftn4\" name=\"_ftnref4\" style=\"color:blue; text-decoration:underline\" title=\"\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">[4]<\/span><\/span><\/span><\/span><\/a>. As indicated by the European Commission, more than 140 EU delegations and offices around the world and Member States\u2019 embassies will be at the forefront of the implementation of the Action Plan, adjusting its priorities and objectives to local circumstances and submitting reports on their effects. Moreover, the EU delegations will cooperate with Member States in order to determine specific priorities in the countries of their operation for a period of five years. These activities will be supported by significant financial resources and political base. Programmes and projects at the national, regional and global level, as well as missions and operations within the Common Security and Defence Policy (CSDP)<a href=\"#_ftn5\" name=\"_ftnref5\" style=\"color:blue; text-decoration:underline\" title=\"\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">[5]<\/span><\/span><\/span><\/span><\/a> are to contribute to the achievement of specific objectives.<\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"margin-left:0cm; text-align:justify; margin:0cm 0cm 0.0001pt 36pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\">The objectives determined by the European Commission include:<\/span><\/span><\/span><\/span><\/span><\/p>\n<ol>\n<li style=\"text-align:justify; margin:0cm 0cm 0.0001pt 36pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\">Protecting and empowering individuals;<\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"text-align:justify; margin:0cm 0cm 0.0001pt 36pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\">Building resilient, inclusive and democratic societies;<\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"text-align:justify; margin:0cm 0cm 0.0001pt 36pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\">Promoting a global system for human rights and democracy;<\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"text-align:justify; margin:0cm 0cm 0.0001pt 36pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\">Delivering by working together.<\/span><\/span><\/span><\/span><\/span><\/li>\n<\/ol>\n<p style=\"margin-left:53.45pt; text-align:justify; margin:0cm 0cm 0.0001pt 36pt\">&nbsp;<\/p>\n<ol start=\"4\">\n<li style=\"text-align:justify; margin:0cm 0cm 0.0001pt 36pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><b><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\">Objections to the Action Plan on Human Rights and Democracy<\/span><\/span><\/b><\/span><\/span><\/span><\/li>\n<\/ol>\n<p style=\"text-align:justify; margin:0cm 0cm 0.0001pt 36pt\">&nbsp;<\/p>\n<ol style=\"list-style-type:lower-alpha\">\n<li style=\"text-align:justify; margin:0cm 0cm 0.0001pt 36pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><b><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\">Promotion of the <i>gender <\/i>and LGBT ideology<\/span><\/span><\/b><\/span><\/span><\/span><\/li>\n<\/ol>\n<p style=\"text-align:justify; margin:0cm 0cm 0.0001pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">The content of the \u201cProtecting and empowering individuals\u201d point, including postulates referring to the \u201cgender\u201d and LGBT ideology, raises special concerns<a href=\"#_ftn6\" name=\"_ftnref6\" style=\"color:blue; text-decoration:underline\" title=\"\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">[6]<\/span><\/span><\/span><\/span><\/a>. In order to combat so-called <i>gender<\/i>-based violence, the European Commission plans to intensify measures aimed at adopting and implementing the controversial Istanbul Convention. This document assumes that \u201cviolence against women is a manifestation of historically unequal power relations between women and men, which have led to domination over, and discrimination against, women by men\u201d<a href=\"#_ftn7\" name=\"_ftnref7\" style=\"color:blue; text-decoration:underline\" title=\"\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">[7]<\/span><\/span><\/span><\/span><\/a>. This violence is said to be a structural phenomenon conditioned by <i>gender <\/i>(\u201csocial-cultural gender\u201d) or the socially constructed roles, behaviours, activities and attributes that a given society considers appropriate for women and men<a href=\"#_ftn8\" name=\"_ftnref8\" style=\"color:blue; text-decoration:underline\" title=\"\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">[8]<\/span><\/span><\/span><\/span><\/a>. The strategy for combating violence presented in the Istanbul Convention assumes ideologised education of children and youth \u2013 including sex education, which may violate parents\u2019 right to raise their children in conformity with their own convictions.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"text-align:justify; margin:0cm 0cm 0.0001pt\">&nbsp;<\/p>\n<ol start=\"2\" style=\"list-style-type:lower-alpha\">\n<li style=\"text-align:justify; margin:0cm 0cm 0.0001pt 36pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><b><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\">Promotion of so-called reproductive and sexual rights<\/span><\/span><\/b><\/span><\/span><\/span><\/li>\n<\/ol>\n<p style=\"text-align:justify; margin:0cm 0cm 0.0001pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">The document also includes references to the Conferences in Cairo (1994) and Beijing (1995) as well as a declaration of commitment to the promotion of so-called reproductive and sexual health and rights. The \u201creproductive rights and reproductive and sexual health\u201d term was formulated at the International Conference on Population and Development in Cairo (1994). From the very beginning, it has been arousing numerous controversies and to this day it is still not clearly defined, while radical circles use it to widely promote abortion and permissive sex education. It should be stressed that due to objections of numerous countries, a separate category of \u201csexual rights\u201d was not formulated intentionally due to its ideological character. Despite numerous objections, the concept of reproductive rights (and sometimes also sexual rights) is included in the scope of different documents formulated by international bodies, frequently against the will of numerous Member States. An example of its use for purposes contrary to the states\u2019 positions is the recent Nairobi Summit<a href=\"#_ftn9\" name=\"_ftnref9\" style=\"color:blue; text-decoration:underline\" title=\"\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">[9]<\/span><\/span><\/span><\/span><\/a> or current works on Universal Health Coverage<a href=\"#_ftn10\" name=\"_ftnref10\" style=\"color:blue; text-decoration:underline\" title=\"\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">[10]<\/span><\/span><\/span><\/span><\/a>. Abortion constitutes a violation of fundamental human rights, in particular the right to life, freedom from torture and inhuman treatment. It also constitutes an expression of one of the most cruel forms of discrimination based on sex, colour, disability or just the fact of \u201cbeing unwanted\u201d.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"text-align:justify; margin:0cm 0cm 0.0001pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">It should also be stressed that the issues of sexual and reproductive health fall within the scope of the Member States\u2019 health policy, for which the European Union has only supporting competences, and it may not strive for the harmonisation of law in the Member States<a href=\"#_ftn12\" name=\"_ftnref12\" style=\"color:blue; text-decoration:underline\" title=\"\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">[12]<\/span><\/span><\/span><\/span><\/a>. The European Union\u2019s positions at the Nairobi Summit (from which many countries, including Poland, categorically distanced themselves) and the High-Level Meeting on Universal Health Coverage have already been mentioned. During both of these events, the European Union was in favour of the full implementation of so-called \u201creproductive and sexual rights\u201d (despite the fact that this term was rejected by Member States) and the individual\u2019s right to \u201cdecide on their own body\u201d. In both positions, the \u201cneed to ensure common access to (&#8230;) sex education and health services\u201d was also stressed. Similar declarations also appeared in the position presented at the end of last year by the EU at the UN General Assembly on the resolution concerning \u201cGlobal health and foreign policy\u201d. Furthermore, this position included references to the concept of gender-based violence. A meaningful fact is that postulates connected with combating contagious diseases, ensuring access to healthy food, clean water and health education and prevention appear at the end of this document and are of secondary character in relation to \u201creproductive and sexual rights\u201d<a href=\"#_ftn14\" name=\"_ftnref14\" style=\"color:blue; text-decoration:underline\" title=\"\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">[14]<\/span><\/span><\/span><\/span><\/a>. Another document including references to this concept is the EU\u2019s statement on the UNGA resolution on women and development<a href=\"#_ftn15\" name=\"_ftnref15\" style=\"color:blue; text-decoration:underline\" title=\"\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">[15]<\/span><\/span><\/span><\/span><\/a>.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"text-align:justify; margin:0cm 0cm 0.0001pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">Departure from the unanimity rule will only sanction the practice of adopting by the EU positions going far beyond the agreed consensus. As a consequence, the voice of Member States objecting to the adoption of these positions will be even further marginalised and will not constitute a reference point in the debate about the shape of the policy adopted by the EU.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"text-align:justify; margin:0cm 0cm 0.0001pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Moreover, one of reference points for the assessment of the implementation of the Action Plan is to be debates and resolutions taken by the European Parliament<a href=\"#_ftn16\" name=\"_ftnref16\" style=\"color:blue; text-decoration:underline\" title=\"\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span class=\"MsoFootnoteReference\" style=\"vertical-align:super\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">[16]<\/span><\/span><\/span><\/span><\/a>. Forcing vulgar sex education and \u201cgender\u201d ideology violates parents\u2019 right to raise their children in conformity with their own convictions.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"text-align:justify; margin:0cm 0cm 0.0001pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">Given the differentiated attitude of states towards the term and scope of the concept of \u201creproductive and sexual health and rights\u201d \u2014 in particular the objection expressed by Poland and a number of other Member States \u2014 the European Union should not take common positions or common actions on the international scene.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"text-align:justify; margin:0cm 0cm 0.0001pt\">&nbsp;<\/p>\n<ol start=\"5\">\n<li style=\"text-align:justify; margin:0cm 0cm 0.0001pt 36pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:Calibri,sans-serif\"><b><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\">Conclusions<\/span><\/span><\/b><\/span><\/span><\/span><\/li>\n<\/ol>\n<p style=\"text-align:justify; margin:0cm 0cm 0.0001pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">The procedure proposed by the European Commission on adopting the Action Plan on Human Rights and Democracy for 2020\u20132024 is equal to the adoption by the European Union of a uniform position in relation to human rights and democracy in its foreign policy. The acceptance by Member States of the European Commission\u2019s proposal will involve the limitation of Member States\u2019 competences at the international arena to express their own position on key issues concerning, for example, the protection of life from conception.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"text-align:justify; margin:0cm 0cm 0.0001pt\"><span style=\"font-size:12pt\"><span style=\"line-height:115%\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"><span lang=\"EN-GB\" style=\"font-size:11.0pt\"><span style=\"line-height:115%\"><span style=\"font-family:&quot;Calibri&quot;,sans-serif\">Taking into account the positions presented so far by the European Parliament or Member States at the UN concerning abortion, sex education and \u201cgender\u201d, there is a fully justified fear that the European Union will run a policy in the abovementioned scope contrary to international human rights treaties. <b>Therefore, it is recommended to express the objection at the Council of the European Union and the European Council to the European Commission\u2019s proposal concerning the adoption of the Action Plan on Human Rights and Democracy for 2020\u20132024.<\/b><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<div>\n<div id=\"ftn21\">&nbsp;<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Main theses: The \u201cEU Action Plan on Human Rights and Democracy for 2020\u20132024\u201d presented by the European Commission and the High Representative for Foreign Affairs and Security Policyconstitutes a document of strategic importance for the European Union\u2019s external actions.
