href=\"http:\/\/assembly.coe.int\/ASP\/XRef\/X2H-DW-XSL.asp?fileid=19649&amp;lang=EN\" target=\"_blank\">Does the European Convention on Human Rights set out a right to abortion?<\/a>\u201d (No. 633, Doc. 13181) was addressed to the Committee of Ministers (CM) by the President of the EPP group, <a href=\"http:\/\/assembly.coe.int\/ASP\/AssemblyList\/AL_MemberDetails.asp?MemberID=6400\" target=\"_blank\">Mr Luca VOLONT\u00c8<\/a>.<\/p>\n<p class=\"text-align-justify\">&nbsp;<\/p>\n<p class=\"text-align-justify\">Mr Volont\u00e8 asked the Committee of Ministers:<\/p>\n<p class=\"text-align-justify\">&nbsp;<\/p>\n<p class=\"text-align-justify\">&#8211; Can the Committee of Ministers confirm that the Council of Europe is not committed to a policy of promoting access to abortion?<\/p>\n<p class=\"text-align-justify\">&nbsp;<\/p>\n<p class=\"text-align-justify\">&#8211; Can the Committee of Ministers, to the extent that it comprises representatives of the States Parties to the European Convention of Human Rights and the European Social Charter, confirm that it was never the intention of the authors of these instruments to establish a convention-based right to
