advocacy group\u2019s material in the European Parliament building<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The Brussels-based organization Forbidden Colours, which describes itself as working on behalf of \u201cLGBTIQ+ people,\u201d has issued <a href=\"https:\/\/drive.google.com\/file\/d\/1ft9DwKMD9BHTFpIfskHnEIhirSM9uvW0\/view?usp=sharing\">the report \u201cThe Hate Review: How the Anti-Gender Movement Spread Across Europe, 2000\u20132025\u201d<\/a>. Its author is Vincent Reillon, who is responsible for the organization\u2019s advocacy toward European Union institutions. The document covers 47 countries, namely the 46 member states of the Council of Europe and Russia. On October 12, the organization <a href=\"https:\/\/www.protext.cz\/zpravy\/show\/59586\">presented the report in the European Parliament<\/a>. The room was made available at the invitation of one of the MEPs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report\u2019s imprint states that both the document itself and the views expressed in it are a publication of Forbidden Colours. It is therefore neither a European Parliament document nor an independent academic study. It is material produced by an organization that, on its <a href=\"https:\/\/www.forbidden-colours.com\/hate-review\/\">web page dedicated to the report<\/a>, encourages people to pass it on to decision-makers, journalists, and online platforms, while at the same time asking for financial support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCountering real violence and hatred against every human being is the duty of states, and no reasonable person disputes that. The Forbidden Colours report, however, goes much further. It equates participation in public debate, the use of citizens\u2019 initiatives, and appearing before national and international courts with hatred. Presenting such material in the European Parliament creates a risk that it will serve as a justification for further narrowing the space for civil society organizations holding different views. The dispute therefore concerns not only the assessment of a single organization, but the boundary between protection against discrimination and freedom of speech and association,\u201d says Julia Ksi\u0105\u017cek of the Ordo Iuris Center for International Law.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Ordo Iuris in the crosshairs<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The Ordo Iuris Institute appears in the report more than 60 times: in the summary and in the chapters on Poland, Belgium, Croatia, Czechia, Estonia, Italy, Lithuania, and Romania. In the summary, the author counts it, alongside ADF International and CitizenGO, among the largest international actors in the so-called anti-gender movement. In the chapter on Poland, he calls it the movement\u2019s most structurally important organization in the country. As evidence of its influence, the report lists, among other things, citizens\u2019 bills, interventions before the European Court of Human Rights, legal assistance to local governments and citizens, consultative status with the UN Economic and Social Council (ECOSOC) since 2017, and accreditation to the European Parliament.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nearly all of these activities are ordinary instruments of a democratic state governed by the rule of law. Interventions before the Strasbourg Court are a case in point. Third-party comments may be submitted only under <a href=\"https:\/\/www.echr.coe.int\/documents\/d\/echr\/convention_ENG\">Article 36(2) of the European Convention on Human Rights<\/a>, with leave of the President of the Court. The report itself acknowledges that the Ordo Iuris Institute has systematically been granted such leave.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">The language of \u201ccontamination\u201d instead of debate<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The report\u2019s vocabulary is particularly striking. The word \u201ccontamination\u201d and its derivatives appear in it 149 times. The author compares the \u201canti-gender\u201d movement to a chronic infection that never subsides. He sets as a long-term goal the \u201cdecontamination of Europe,\u201d that is, the gradual dismantling of the actors operating within the movement, their mobilizations, and their narratives. Legal organizations, pro-life movements, parents\u2019 associations, and religious communities are all lumped together, as are even feminist groups described as \u201cgender critical.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This problem was highlighted by the Czech Alliance for the Family (Aliance pro Rodinu), which is also named in the report. In a <a href=\"https:\/\/www.protext.cz\/zpravy\/show\/59586\">statement of October 12<\/a>, the association\u2019s chair, Jana Jochov\u00e1, pointed out that the criterion for inclusion in the \u201chate movement\u201d is in fact a differing opinion, not hatred. She also appealed to MEPs to distance themselves from the report\u2019s language and to allow the organizations named in it to present their position in a comparable forum.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Simplifications and contradictions<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The report is not free of errors. In one place, its author dates the founding of the Croatian branch of Ordo Iuris to 2019; elsewhere, he claims that the branch has been operating only \u201csince 2023.\u201d In the section on Poland, he attributes to the Ordo Iuris Institute the drafting of model texts both for the Local Government Charter of Family Rights and for resolutions \u201cagainst LGBT ideology,\u201d treating the two documents as equivalent. Yet even <a href=\"https:\/\/bip.brpo.gov.pl\/pl\/node\/28639\/revisions\/32154\/view\">Poland\u2019s Commissioner for Human Rights (Ombudsman) emphasized<\/a> that the Local Government Charters of Family Rights do not raise the same concerns as the resolutions described as \u201canti-LGBT.\u201d The Ordo Iuris Institute had published a model for the former, but never contributed in any form to the latter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The choice of reviewers also raises doubts. Among the people who reviewed the country chapters is Klementyna Suchanow. The same report rightly presents her as one of the leaders of Poland\u2019s pro-abortion \u201cWomen\u2019s Strike\u201d, and thus as a party to the very dispute the document describes.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Right of reply<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.forbidden-colours.com\/wp-content\/uploads\/2026\/10\/Right-of-Reply-Hate-Review.pdf\">Forbidden Colours allows<\/a> any entity named in the report to submit a one-time written response by November 30, 2026. Responses are to be published within 10 working days of receipt. ADF International has already taken advantage of this opportunity: in its response of October 9, 2026, it firmly contested being portrayed as an entity working against human rights.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Forbidden Colours report is not an analysis but an indictment of anyone who defends life from conception, marriage as a union of a man and a woman, and the right of parents to raise their children in accordance with their own convictions. Calling the presence of such groups in society \u2018contamination,\u2019 and their legal activity a threat to democracy, inverts the meaning of words. The essence of the rule of law is pluralism and the right of everyone, not only of organizations representing a single worldview, to have recourse to the courts.
