Poland\u2019s Foreign Minister Rados\u0142aw Sikorski even suggested that the Ordo Iuris Institute was advising Donald Trump&#8217;s administration.<\/strong><\/p>\n\n\n\n<p><strong>But what is really going on?&nbsp;Jerzy Kwasniewski, president of the Ordo Iuris Institute, answers this question in the following opinion piece, which was also published in English on&nbsp;<a href=\"https:\/\/www.lifesitenews.com\/opinion\/polish-hungarian-conservatives-partner-with-heritage-foundation-to-challenge-globalist-eu\/\" target=\"_blank\" rel=\"noreferrer noopener\">Lifesitenews<\/a>,&nbsp;<a href=\"https:\/\/remnantnewspaper.com\/web\/index.php\/headline-news-around-the-world\/item\/7657-european-union-reform-project-presented-in-washington-causes-hysteria-in-european-usaid-funded-media\" target=\"_blank\" rel=\"noreferrer noopener\">The Remnant<\/a>,&nbsp;<a href=\"https:\/\/europeanconservative.com\/articles\/analysis\/eu-reform-proposal-causes-hysteria-in-european-usaid-funded-media\/\" target=\"_blank\" rel=\"noreferrer noopener\">The European Conservative<\/a>, as well as in Polish on the website of&nbsp;<a href=\"https:\/\/tysol.pl\/a137228-projekt-reformy-ue-przedstawiony-w-waszyngtonie-wywoluje-histerie-w-mediach-finansowanych-z-usaid\" target=\"_blank\" rel=\"noreferrer noopener\">Tysol.pl<\/a>, the weekly magazine of Poland\u2019s legendary Solidarity trade union\u2014the movement that once overthrew communism in Eastern Europe.<\/strong><\/p>\n\n\n\n<p>(Updated on March 20, 2025)<\/p>\n\n\n\n<p>The&nbsp;<a href=\"https:\/\/vsquare.org\/the-fight-for-independent-journalism-is-happening-now-support-vsquare\/\" target=\"_blank\" rel=\"noreferrer noopener\">formerly USAID-funded<\/a>&nbsp;Central European media outlet VSquare was first to expressed dismay, writing:<br><em>\u201cThe Trump administration\u2019s most influential think tank, The Heritage Foundation, is receiving proposals from illiberal forces in Poland and Hungary on how to shape the future of the European Union. The proposals, obtained by VSquare, include dismantling key EU institutions and renaming the entire bloc.\u201d<\/em><\/p>\n\n\n\n<p>The entire article, widely reproduced in European media, was tellingly titled:&nbsp;<em>\u201cRenaming the EU, Dismantling the Commission: What Polish and Hungarian Illiberals Seek U.S. Backing For.\u201d<\/em><\/p>\n\n\n\n<p>Indeed, a presentation of the report&nbsp;<em>\u201cThe Great Reset: Restoring Member State Sovereignty in the European Union\u201d<\/em>&nbsp;took place on March 11 at an event organized in Washington by the influential Heritage Foundation. The report was prepared by Poland\u2019s Ordo Iuris Institute and Hungary\u2019s Mathias Corvinus Collegium (MCC) and presents two possible scenarios for reforming the European Union to restore democracy and the sovereignty of its member states.<\/p>\n\n\n\n<p>This was one of several events in the United States attended by Ordo Iuris representatives. This first \u2018live\u2019 presentation of these preliminary reform proposals\u2014charting a different course from that envisioned by Brussels elites\u2014took place ahead of the scheduled March 18 presentation in Budapest, which drew much attention from the Hungarian media, and the upcoming March 26 presentation in Brussels. However, it was the suggestion by Poland&#8217;s Foreign Minister, Rados\u0142aw Sikorski, that Ordo Iuris was in Washington to advise the Trump administration on&nbsp;how to dismantle Europe, which drew the most attention from Polish and international media.<\/p>\n\n\n\n<p>There will undoubtedly be more such presentations (one is already planned for Warsaw, though the exact date remains unknown). This is especially relevant as the push for an alternative EU reform project extends beyond Poland\u2019s Ordo Iuris and Hungary\u2019s MCC, encompassing a broader coalition of right-wing, conservative circles across Europe.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Democracy at Risk: Two Competing Visions for the European Union<\/strong><\/h4>\n\n\n\n<p>In fact, the initiative to develop a counterproposal to the reform plan voted on by the European Parliament in November 2023\u2014strongly backed by the French President and the German Chancellor\u2014began at\u00a0a conference jointly organized in September in Warsaw\u00a0by Ordo Iuris and The Heritage Foundation. The conference, titled\u00a0<em>\u201cOn the Threshold of the State of Europe: Economy, Defense, Ideology, and the Protection of Sovereignty in a Transatlantic Perspective,\u201d<\/em>\u00a0gathered representatives of think tanks, politicians, academics, social activists, and public intellectuals from Poland, Spain, France, the UK, Italy, Bulgaria, Slovakia, Romania, Hungary, Croatia, and the US.<\/p>\n\n\n\n<p><em>\u201cThe Heritage Foundation is now planning to destroy the EU\u2014with the help of Polish and Hungarian partners,\u201d&nbsp;<\/em>wroteU.S. columnist Anne Applebaum reacting to the VSquare article on social media. Applebaum is the wife of Poland\u2019s Foreign Minister, Rados\u0142aw Sikorski (whom Elon Musk recently referred to as \u2018<em>a Soros puppet\u2019<\/em>&nbsp;amid their high-profile feud on X) and a vocal Trump critic. During last year\u2019s presidential campaign in the U.S., she went so far&nbsp;<a href=\"https:\/\/www.theatlantic.com\/politics\/archive\/2024\/10\/trump-authoritarian-rhetoric-hitler-mussolini\/680296\/\" target=\"_blank\" rel=\"noreferrer noopener\">as to write<\/a>, \u201c<em>Trump is speaking like Hitler, Stalin, and Mussolini.\u201d<\/em><\/p>\n\n\n\n<p>However, it is not the Heritage Foundation that authored the report but rather two independent European think tanks. Moreover, Europe\u2019s democracy- and freedom-oriented patriotic circles are invited to contribute to the ongoing work on this preliminary draft.<\/p>\n\n\n\n<p>Elon Musk himself has drawn comparisons between nowadays European Union and the former Soviet Union in his X posts, while U.S. Vice President J.D. Vance warned at the Munich Security Conference:<br><em>\u201cThe threat that I worry the most about vis-\u00e0-vis Europe is not Russia, it\u2019s not China, it\u2019s not any other external actor. What I worry about is the threat from within\u2014the retreat of Europe from some of its most fundamental values, values shared with the United States of America.\u201d<\/em><\/p>\n\n\n\n<p>A reform plan rooted in the Communist Ventotene Manifesto, as championed by zealous Euro-federalists such as MEP Guy Verhofstadt, Emmanuel Macron, and former German Chancellor Olaf Scholz, would spell the end of democracy on the continent\u2014unless it causes the disintegration of the European Union. Their plan is not merely federalist but outright centralist.<\/p>\n\n\n\n<p>The Ordo Iuris Institute detailed this\u00a0<a href=\"https:\/\/ordoiuris.pl\/en\/press-newsdesk\/why-do-we-need-sovereignty-ordo-iuris-report-on-the-reform-of-the-eu-treaties\/\" target=\"_blank\" rel=\"noreferrer noopener\">in last year\u2019s report<\/a>,\u00a0<em>\u201cWhy Do We Need Sovereignty? Ten Areas of the Proposed Surrender of National Sovereignty in Light of the European Parliament\u2019s Resolution on Proposals for the Amending of the Treaties.\u201d<\/em><\/p>\n\n\n\n<p>By contrast, the alternative vision proposed by European conservatives is outlined\u00a0<a href=\"https:\/\/ordoiuris.pl\/en\/press-newsdesk\/the-great-reset-an-urgent-need-for-drastic-eu-reform\/\" target=\"_blank\" rel=\"noreferrer noopener\">in the newly presented report<\/a>:\u00a0<em>\u201cThe Great Reset: Restoring Member State Sovereignty in the European Union.\u201d<\/em><\/p>\n\n\n\n<p>In response to Anne Applebaum\u2019s criticism, I wrote on X:<br><em>\u201cThe Great Reset provides for the restoration of true freedom and sovereign power to states. A common market free from overregulation. An end to bureaucratic rules. A flexible, multi-speed European Union ready for global challenges.\u201d<\/em><\/p>\n\n\n\n<p>The need for such an alternative reform project is growing more urgent, with the goal of&nbsp;<em>Making Europe Great Again.<\/em>&nbsp;While U.S. President Donald Trump has criticized the EU as&nbsp;<em>&#8220;nasty&#8221;<\/em>&nbsp;in the context of trade policies, the bloc is becoming increasingly oppressive and indeed nasty in a political sense.<\/p>\n\n\n\n<p>The liberal left in Europe now sees Ukraine\u2019s war and America\u2019s new approach to this war under Donald Trump as an opportunity to accelerate \u201cEuropean integration\u201d\u2014which, in reality, translates into further centralization of power in the hands of unelected Eurocrats who cannot be held accountable by voters.<\/p>\n\n\n\n<p>Even without waiting for formal treaty reforms\u2014currently being discreetly advanced by European elites with little media scrutiny\u2014the European Commission and the Court of Justice of the European Union (CJEU) are already asserting that EU law and its interpretation by the CJEU should take precedence over national constitutions. This would directly subordinate the judiciary and constitutional courts of EU member states to Luxembourg-based judges, effectively sidelining national democratic processes.<\/p>\n\n\n\n<p>A judicial European superstate is being built in place of parliamentary democracies, bypassing the will of national electorates. This shift is underscored by recent developments, such as the cancellation of Romania\u2019s presidential election, the\u00a0<a href=\"https:\/\/ordoiuris.pl\/en\/analyses\/a-year-of-devastation-of-the-rule-of-law-by-the-eu-supported-left-in-poland\/\" target=\"_blank\" rel=\"noreferrer noopener\">EU-funded \u201cmilitant democracy\u201d in Poland<\/a>\u00a0(a pretext for liberal-left control), and EU Commissioner Thierry Breton\u2019s chilling declaration that the EU could intervene in Germany if the AfD were to win, and also elsewhere, just as it did in Romania.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Why&nbsp;<em>The Great Reset<\/em>?<\/strong><\/h4>\n\n\n\n<p>The Heritage Foundation\u2019s interest in this project stems from the fact that Americans have a vested interest in the trajectory of their European allies. Western civilization requires both a strong American democracy and a vibrant, democratic Europe. Such a Europe cannot exist without strong, democratic, and sovereign nation-states.<\/p>\n\n\n\n<p>The conversation should therefore shift away from the Brussels elite\u2019s vision of reform and toward a grassroots-driven transformation of the European Union. This alternative path involves moving away from the communist-inspired superstate model, envisioned by the Ventotene Manifesto (explicitly referenced in the European Parliament\u2019s 2023 reform proposal), and returning to the Christian democratic vision of Robert Schuman, one of the founding fathers of post-war European integration.<\/p>\n\n\n\n<p>Schuman once wrote:<br><em>&#8220;Democracy must be Christian, or there will be no democracy at all.&#8221;<\/em><\/p>\n\n\n\n<p>Today, we see just how true those words are\u2014on both sides of the
