class=\"wp-block-paragraph\">On Friday, August 21, 2026, Poland\u2019s President Karol Nawrocki posted a video on the X platform devoted to the fate of his legislative initiatives. He announced that, of the 22 bills he had referred to the Sejm \u2014 Poland\u2019s lower house of parliament \u2014 the chamber had passed one, while the remaining 21:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><em>[had] become stuck in the Sejm. No genuine work was undertaken on them and no better solutions were put forward in their place. Most of them were simply consigned to the Sejm\u2019s legislative drawer.<\/em><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The President renewed his appeal to the ruling coalition and to the Speaker of the Sejm to take these bills out of the so called legislative drawer and give them further course, in accordance with the Rules of Procedures of the Sejm.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>\u201cThis is the so-called Speaker\u2019s veto\u201d \u2014 the Speaker of the Sejm admits that he is blocking the President\u2019s bills<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">On Saturday, August 29, 2026, at the Campus Polska Przysz\u0142o\u015bci (Poland of the Future Campus \u2013 a summer camp-style political and civic festival linked with current ruling party in Poland) event in Olsztyn, one of the participants asked the Speaker how he differed from El\u017cbieta Witek, a figure associated with the practice of the Sejm\u2019s legislative drawer. W\u0142odzimierz Czarzasty\u2019s\u00a0<a href=\"https:\/\/www.money.pl\/polityka\/zablokowal-trzy-projekty-nawrockiego-tak-zwane-weto-marszalkowskie-7323718832523296a.html\" target=\"_blank\" rel=\"noreferrer noopener\">answer<\/a>\u00a0deserves to be quoted in full:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><em>President Nawrocki\u2019s 23 bills, all of them are being processed, all of them in turn. But three have been blocked. By me. This is the so-called Speaker\u2019s veto. And I will say this: if I had to repeat it, I would repeat it.<\/em><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">These are the three bills: the\u00a0<a href=\"https:\/\/www.prezydent.pl\/prawo\/inicjatywy-ustawodawcze\/spotkanie-ws-polskiego-safe-0,116695\" target=\"_blank\" rel=\"noreferrer noopener\">bill on the Polish Defense Investment Fund<\/a>\u00a0(the so-called Polish SAFE 0%),\u00a0<a href=\"https:\/\/www.prezydent.pl\/prawo\/inicjatywy-ustawodawcze\/tani-prad-33,109852\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cCheap Electricity \u221233%\u201d<\/a>, and the\u00a0<a href=\"https:\/\/www.prezydent.pl\/prawo\/inicjatywy-ustawodawcze\/projekt-ustawy-o-przywroceniu-prawa-do-sadu-oraz-rozpoznania-sprawy-bez-nieuzasadnionej-zwloki,115357\" target=\"_blank\" rel=\"noreferrer noopener\">bill on restoring the right to a court and to the examination of one\u2019s case without undue delay<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The point is that in Polish law&nbsp;<strong>the Speaker\u2019s veto does not exist<\/strong>.
