It is being organized by the French think tank Pol\u00e9mia. Olivier Bault, director of the Communications Center of the Ordo Iuris Institute, will take part in a debate on the legal framework for such a policy. Ordo Iuris will also be present in the exhibition area, where Bernaciak, of the Ordo Iuris Center for Research on Family and Demography, will present the Ordo Iuris Institute\u2019s publications in French and English.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pol\u00e9mia has been active since 2003. The organizers expect around 800 participants at the day-long conference, which will take place south of Paris. The proceedings will cover three aspects. The first is the historical perspective, that is, precedents for population transfers. The second is legal and logistical feasibility. The third is the moral and ethical dimension. The speeches will be simultaneously interpreted into several languages.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The invited guests will include, among others, Dutch commentator Eva Vlaardingerbroek; Jean-Yves Le Gallou, a former lawmaker for France\u2019s National Front; and Xavier Driencourt, a former French ambassador. Members of the European Parliament, representatives of religious communities, demographers, as well as scholars and commentators from several European countries will also speak. In the exhibition area, conservative think tanks from across the Western world will have their booths.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Olivier Bault will speak on a panel whose debate will cover four legal levels: first, existing law; second, new statutes; third, constitutional revision; and fourth, international agreements, including the European Convention on Human Rights and its Article 8, as well as European Union law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Ordo Iuris representative will discuss what needs to change at the European level. Such changes should be introduced in a coordinated manner and, failing that, unilaterally. Olivier Bault will also point out which international agreements an EU member state would have to withdraw from if it is serious about regaining control over migration flows. As he himself emphasizes, the question is how, \u201cstarting from today\u2019s European and international framework, to put an end to half a century of social engineering carried out on a continental scale by the left and the center-right.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the Ordo Iuris booth, visitors will receive French- and English-language versions of three Ordo Iuris publications. The first is the Polish-Hungarian report <a href=\"https:\/\/ordoiuris.pl\/en\/reports\/taking-back-control-from-brussels-how-eu-member-states-can-reclaim-migration-policy-now\/\">\u201cTaking Back Control from Brussels: The Renationalization of EU Migration and Asylum Policies.\u201d<\/a> It was prepared by two Hungarian institutions, Mathias Corvinus Collegium (MCC) and the Migration Research Institute, in cooperation with Ordo Iuris. The report shows how, within the current European framework, control over migration policy can be taken back from Brussels. The second publication is the analysis <a href=\"https:\/\/ordoiuris.pl\/en\/analyses\/the-migration-pact-and-the-protection-of-the-eus-external-borders-in-26-questions-and-answers\/\">\u201cThe Migration Pact and the Protection of the EU\u2019s External Borders in 26 Questions and Answers.\u201d<\/a> It discusses the foreseeable harmful effects of <a href=\"https:\/\/ordoiuris.pl\/informacje-prasowe\/co-zawiera-pakt-migracyjny-i-jakie-beda-jego-skutki-dla-polski\/\">the EU Pact on Migration and Asylum<\/a>. The third is the report <a href=\"https:\/\/ordoiuris.pl\/en\/reports\/the-great-reset-our-draft-proposal-for-deep-eu-reform-now-available-in-five-languages\/\">\u201cThe Great Reset,\u201d<\/a> prepared by Ordo Iuris and MCC. It sets out a proposal for a sovereigntist reform of the European Union that has already been presented in Warsaw, Budapest, Brussels, Madrid, and Paris. The Polish versions of all three publications are available on the Ordo Iuris website.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Paris appearance continues Ordo Iuris\u2019s efforts to help member states regain control over migration policy. In mid-October, Olivier Bault <a href=\"https:\/\/ordoiuris.pl\/en\/press-newsdesk\/lisbon-how-to-take-back-control-of-migration-policy-packed-auditorium-for-the-presentation-of-a-polish-hungarian-report\/\">presented proposals for renationalizing that policy in Lisbon<\/a>, at a conference organized by Members of the European Parliament from Portugal\u2019s Chega party.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Translated using Claude.ai<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Update (October 30, 2026):<\/strong> The conference near Paris will not take place as planned. On October 29, the Prefect of Hauts-de-Seine, who represents the French Interior Ministry in the department, issued an order banning the international forum \u201cRemigration: Let\u2019s Open the Debate,\u201d scheduled for October 31 at the Maison des Arts in Le Plessis-Robinson. The order cited no conviction of Pol\u00e9mia or its representatives, nor any violence at the organization\u2019s previous events. Instead, it relied on the prefect\u2019s assessment that the ideas to be discussed were \u201cxenophobic and racist,\u201d on the claim that statements inciting hatred \u201care likely to be made,\u201d and on the risk of clashes with counter-demonstrators called out by left-wing parties, trade unions, and far-left groups. Pol\u00e9mia challenged the ban before the Administrative Court of Cergy-Pontoise under the emergency procedure for the protection of fundamental freedoms (<em>r\u00e9f\u00e9r\u00e9-libert\u00e9<\/em>). In support of that petition, the Ordo Iuris Institute prepared a legal opinion, which the organizers\u2019 attorney submitted to the court. The opinion recalls that freedom of assembly, freedom of expression, and freedom of association are protected by the International Covenant on Civil and Political Rights, the European Convention on Human Rights, and the EU Charter of Fundamental Rights, all of which place on the State the burden of proving that a restriction is necessary and proportionate. Under the standards set by the UN Human Rights Committee and the European Court of Human Rights, restrictions must be content-neutral, a total ban is a measure of last resort, and the prospect of a hostile reaction from opponents cannot justify banning a peaceful meeting, which the State is instead obliged to protect. On October 30, the court nevertheless upheld the prefect\u2019s decision. Under French law, this ruling may be appealed to the Council of State (<em>Conseil d\u2019\u00c9tat<\/em>).
