The European Parliament has adopted a resolution of the European People’s Party (EPP) “on the need for an EU strategy to counter Islamist entryism and the influence of the Muslim Brotherhood network.” The Renew Europe group, in an amendment by MEP Nathalie Loiseau, proposed that the resolution point to the Ordo Iuris Institute as an example of an “ultra-conservative” organization allegedly acting against the fundamental values of the EU. In the end, the amendment was not included in the text of the resolution.

The motion to which the amendment was tabled was submitted by the EPP group on September 30, 2026. Its subject is the need for an EU strategy to counter “Islamist entryism” (that is, the infiltration of various institutions by extremists and their takeover from within) and the influence of the Muslim Brotherhood network. The justification of the motion draws a distinction between the peaceful practice of Islam and a political strategy of influence, penetration of institutions, and ideological legitimization. Before the vote, French EPP MEP Céline Imart pointed out that the entryism of other circles was not the subject of the submitted text and that the resolution was not directed against the Muslim community.

On October 2, MEP Nathalie Loiseau of France, on behalf of the Renew group, tabled Amendment 24 (B10-0424/24) to the EPP motion for a resolution B10-0424/2026. The amendment added a new recital to the text: “whereas religious entryism is by no means limited to Islamism, as exemplified by the ultra-conservative Catholic organization Ordo Iuris, which actively lobbies EU institutions and conducting actions  against EU fundamental values.”

The author of the motion for a resolution is Céline Imart. Procedure 2026/2868(RSP) was to wind up the debate on statements by the Council and the Commission. The text calls for a strategy to counter “Islamist entryism,” greater transparency regarding the beneficiaries of EU funds, and the introduction of a methodology for recognizing signs of infiltration. The rapporteur publicly stated that the “entryism” of other religious circles was not the subject of the motion.

The plenary debate took place on October 7, 2026. The vote was held on October 8. Parliament adopted the EPP resolution as text P10_TA(2026)0342. The adoption of the document was announced by its author, Céline Imart. Renew’s own motion for a resolution (B10-0427/2026), which already contained the same reference to Ordo Iuris in Recital E, fell with the adoption of the EPP text. The Left, Greens/EFA, and S&D groups did not take part in the negotiations on the EPP motion. The motion was supported by 381 MEPs, with 167 against and 15 abstentions. A total of 563 MEPs cast their votes, while 156 did not vote. The adoption of this text meant that the remaining motions fell, including the Renew motion containing the recital on Ordo Iuris.
